Tempo Strategies has undertaken an independent evaluation of the progress of the Groote Eylandt and Bickerton Island Regional Partnership Agreement. This agreement is between the Anindilyakwa Land Council, the Australian Government, the Northern Territory Government, the East Arnhem Shire Council and the Groote Eylandt Mining Company to work together to improve conditions for Indigenous people living in the Anindilyakwa region.
This is the first comprehensive evaluation of a Regional Partnership Agreement (RPA).
The purpose of the evaluation was to:
- measure progress of implementing commitments made under the RPA
- review the effectiveness of the RPA design and partnership arrangements
- suggest ways the RPA could be further strengthened
- identify best practice and relevance of the RPA model for application more generally.
