Performance Framework Plenary - Questions and Answers
What is a status report?
Every year organisations provide responses to the Annual Status Report, which compliments online data reporting. The new look Annual Status Report was trialled in 2007. FaHCSIA is looking for feedback on the revised format from services, which will form the basis of the Annual Status Report.
What point was Phillip Ruddock trying to make in his presentation on changes to Family Law Courts re relocation?
Mr Ruddock was trying to explain that changes to the Family Law Act will not go away. The changes to the law (for example the need to try to resolve disputes with the help of a family dispute resolution practitioner before a dispute can be filed in the court) are not just another speed hump on the way to court, but a massive change to the way separation is dealt with.
Where is AGD up to on Key Performance Indicators?
Family Relationship Centres have Key Performance Indicators because the Australian Government wants to see what outcomes are achieved and what difference the Centres make to families, rather than focusing on inputs and throughputs. The Government is shifting to an outcomes/KPI focus.
The Government does not intend to tell services how to do their business, but it does need programs to be accountable, which is why the performance of the first 15 centres is being closely monitored. The Government wants to know the difference they make to the families.
Do we have to report on exceeding targets?
Question by: Denise Bassick, Centacare Melbourne
Yes. There is still a need to know sources of income and for organisations to report on when they achieve beyond agreed targets. Service providers are required to have a fee policy and to report on how the fees are used, and whether or not their targets are being met. When organisations bid, they must understand their obligations and bid accordingly.
Are the case complexity tools designed around group activities?
Question by: Colleen Dowd, Tweeds Heads

Will the approval requirement remain static or will there be a process for improvement and renewal?
Question by: Sam Page, Family Relationship Services Australia
Approval requirements assist to separate FRSP services from other FaHCSIA services. If there is a need for additional approval requirements, we will work with the sector on this.
Re FRSP not having overlapping catchments – are any Family Relationship Centres overlapping with existing services?
Question by: Anthony Grimes, Family Mediation Centre Victoria
The Family Relationship Centres were always intended to be a referral point for other services in the same area. It is important that there are a range of services so that people can receive the service that best suits their need. AGD sees services working together as part of an integrated service delivery system, not overlapping with existing services as a matter of competition.
Is there a review to changes re issues relating to privacy and sharing of information between services?
Question by: Sam Page, Family Relationship Services Australia
FaHCSIA has commissioned a Privacy Impact Statement on FRSP Online and the results and report will be shared with the sector when finalised.
