Funding Principles
The following funding principles should be applied to any selection process and subsequent Funding Agreements.
Best Value in Social Service Delivery
Value in social service delivery is the optimum combination of quality of services and cost with minimal risk to the Australian Government. In making decisions FaHCSIA needs to ensure that the overall funding arrangement represents best value. Best value does not mean monetary value alone or lowest cost. A funding proposal that represents best value in social services delivery will:
- Meet the objectives of FaHCSIA;
- Meet the program aims and objectives;
- Meet community and target group requirements;
- Be delivered in an efficient and effective way;
- Represent minimal risk to FaHCSIA in terms of Financial Viability of the applicant and compliance with the FaHCSIA Funding Agreement; and
- Be delivered at a cost that is sustainable in the context of the overall program budget.
Applications that do not indicate a preferred funding level will be treated as open ended. When looking at cost, Assessment Teams are assessing the overall cost and benefit that the application represents in terms of the points listed above.
