Respectful Relationships - Questions and Answers 

Question 1:
If an organisation has an existing funding agreement with FaHCSIA for a Respectful Relationships program, are they eligible for further funding for:

  1. a similar program with a different target group;
  2. a similar program at a different geographic location;
  3. the same program with a different target group; or
  4. the same program at a different geographic location.


Answer 1: Yes

Question 2:
What is the closing date?

Answer 2: 15 October 2009

Question 3:
Can an organisation submit more than one application?

Answer 3: Yes.

Question 4:
Is the curriculum provided or prescribed or can the agency develop their own program and curriculum?

Answer 4: The agency can develop their own program and curriculum.

Question 5:
What is the word limit for each of the Responses to the Selection Criteria?

Answer 5: 500 words

Question 6:
Can organisations who already receive FaHCSIA funding under another program apply for funding under Respectful Relationships?

Answer 6: Yes

Question 7:
When would projects be expected to start?

Answer 7: Implementation is from January 2010.

Question 8:
How long are the young people expected to be on the program?

Answer 8: Funding allocation is for a period of 12 months. Program duration must be within this period however is to be determined by the Applicant.

Question 9:
The Application Guidelines state up to $400,000 per program, is this indicative of the number of young people that should be on the program?

Answer 9: No.

Question 10:
Has any priority funding been allocated to specific regions yet?

Answer 10: No.

Question 11:
Is the funding going to be given to different organisations in different regions or are you looking for one organisation per state for instance?

Answer 11: Successful applications will be judged on merit.

Question 12:
The answer to Q.11 implies that applications will be selected entirely on merit. This seems to conflict with the Funding Priorities in paragraph 2.4 of the Application Guidelines - please explain how the assessors will achieve this without giving priority to a good geographical spread of the RR programs (i.e. irrespective of the merit of the application)?

Answer 12: Funding Applications will be assessed on merit, complemented by the Funding Priorities listed under 2.4 of the Application Guidelines.

Question 13:
If, as stated on p.11 of the Program Guidelines, 'Programs will be implemented mostly in mainstream schools', how will young people in the 18-to-24-year-old bracket be accommodated? Or is 'schools' in this context apply to any education institutions, including Universities, TAFE's etc?

Answer 13: 'Schools' refers to any education institution.

Question 14:
Is the government also looking for programs to reach young people (up to age 24) who are no longer in the education system?

Answer 14: Yes.

Question 15:
There is no request for target numbers in any of the six criterion. Would you expect planned target numbers to be articulated under Criterion 1?

Answer 15: This is up to the Applicant.

Question 16:
Each of the selection criteria appear to apply to 12-24 year old's which suggests that each applicant is expected to propose a program (or programs) that would reach the whole of that age-group. On the basis that young people in the age-brackets of 12-15, 16-17 and 18-24 are at very different stages of development, will a program targeted at one of those age-bands be considered?

Answer 16: Yes.

Question 17:
The total amount of funding is $1.1 million with projects considered up to the amount of $400,000.  Is there a minimum amount?

Answer 17: No

Question 18:
Could the funding allocation include defining the need in various locations and identifying the most appropriate geographical location for the program?

Answer 18: Yes

Question 19:
Can one program be carried out in more than one location, even when this is across state borders?

Answer 19: Yes

Question 20:
Can an organisation still apply for funding when their primary funding is due for refunding during the life of the project?

Answer 20: Yes, you would be advised to address this in the selection criteria question 6.

Question 21:
What is the best format for completing the application form online?

Answer 21: Choose and save the RTF version, changes can then be made to the form.  The Application must be submitted in paper form.

Question 22:
In the Application Guidelines under Closing Date it states that postal applications post-marked after the closing date will not be included in the assessment process.  Does this mean applications can be posted up to the 15 October 2009 and still be accepted?

Answer 22: Yes

Question 23:
What, if any, attachments are permitted?

Answer 23: Attachments are permitted as required in the application form.

Question 24:
Is the overall word limit 4,000 words or is the word limit 500 words for each selection criteria?

Answer 24: The word limit is 500 words for each criterion.

Question 25:
Information is requested on recent applications for other FaHCSIA funding.  How long is meant by recent, i.e. 6-12 months?

Answer 25: 12 months.

Question 26:
Is Section 1 the only section requiring budget and financial plans as there is limited space for budget information.  Is a separate budget required to be attached to the application?

Answer 26: As per instructions on the Application Form, page 9, you must attach to the Application Form:

  • your organisation’s most recent audited financial statements;
  • a current financial statement (income and expenditure, balance sheet, and statement of equity - this statement does not need to be audited); and
  • an income and expense budget, for the financial year for which funding is sought. (Excluding the funding being applied for in this Application).

Question 27:
Part 6 of the Application Form, Criterion 8 states: ‘Detail strategies that will enable your program to be adapted to alternative settings and ensure quality outcomes in those settings.’

In order to clarify what is meant by ‘alternative settings’ could you please provide an example.  Also would we be able to use technology to achieve this?

Answer 27: “Alternative settings” refers to non-school settings and may include but are not limited to: youth groups, sporting clubs and community groups.  You may use technology in your program delivery.

Question 28:
Section 6.4 (b) of the Program Guidelines states “not-for-profit companies (incorporated under the Corporations Act 2001) or public companies); does that mean the for profit companies cannot apply?

Answer 28:  Section 6.4 (b) should read:

“not-for-profit companies (incorporated under the Corporations Act 2001) or public companies”.

For profit public companies can apply.

Question 29:
Can Local Government’s apply for funding?

Answer 29: Yes

Question 30:
On page 13 of the Application Guidelines it states that “All applicants for funding under this program are required to formally register for an Application Form” how do we do this?

Answer 30:  The Application Form is available to download from the FaHCSIA website.  Submission of the Application Form by the closing date is sufficient.  Applicants will not be required to formally register prior to this date.

Question 31:
Can the program also be offered to private and Catholic schools as well as government schools?

Answer 31:  Yes

Question 32:
Is it possible for state government departments to apply for funding and then undertake a process to sub contract elements of the proposal?

Answer 32:  Yes.  However, this will be subject to the Commonwealth’s satisfaction with the final proposal.

Question 33:
Page 5 of the Application guidelines states that Respectful Relationships ‘programs will be implemented mostly in mainstream schools and will reach up to 8,000 young people over five years…’  Why are these target numbers so low?

Answer 33: Funding has been provided over 5 years to implement, evaluate and improve the quality and uptake of Respectful Relationships programs (Respectful Relationships Phase Two).  In this Funding Round Two the maximum amount of potential funding provided for each program is $400,000.  Programs may apply to reach large numbers of participants, but they must keep in mind this maximum budget of $400,000.

Question 34:
Does the applicant need to possess any formal teaching qualifications/accreditation or experience?

Answer 34: No

Question 35:
The organisation is very small and has not got a completely updated policy and procedures manual – will this matter in regards to their application?

Answer 35: No

Question 36:
Would a private educational organisation, be eligible for this funding?  Eg a school with Pty Ltd or P/L in its name.

Answer 36:  FaHCSIA usually enters into funding agreements with not-for-profit organisations.

Question 37:
Part 6 Question 6 of the Application Form “financial viability” asks to provide information as previously requested.  Does this mean to summarise what is attached in Part 4 Question 16 – financial reports, budgets etc?

Answer 37:  Yes

Question 38:
Can you please confirm whether recipients of Respectful Relationships funding are allowed to charge fees for programs, or alternatively confirm whether there is an assumption that all RR programs must be offered free of charge?

Answer 38:  Respectful Relationships programs are to be offered free of charge.
