This report was released by the Commonwealth Advisory Committee on Homelessness (CACH) in 2001. It was used as a basis for public consultation on homelessness in Australia, conducted in 2001. Submissions received, and issues raised, in the consultation process were considered by CACH and incorporated into a final document Working Towards a National Homelessness Strategy - Response to Consultation.
