We would just like to clarify that our interpretation of section 4 of the guidelines is correct. Our organization is submitting an application for the program in our name, but we have also been asked by another organization to act in a “partnership” with them in their application, which is being submitted in their name only.
The partnership involves the other party, if successful in their tender, contracting our organisation on a fee-for-service basis for some of their service delivery (ie not as a sub-contractor – we run Family Parenting programs now and would accept referrals from them to send clients on a fee-per-person basis). They will be referring to this arrangement and to our success/experience in the area of Indigenous Family/parenting programs, as part of their submission.
Our interpretation of the guidelines is that this would not mean we are submitting more than one application, we just happen to be mentioned in their application as part of their proposed service-offerings.
Is this correct?
It is correct that you are not submitting more than one application and it is acceptable for both organisations to submit an application in their own name and to be referred to in the other organisation's application.
With regard to subcontracting - if the funded agency is using another organisation to deliver any part of the funded service then they are subcontracting that part of the service.
