Guide to the Performance Reporting Framework

This Guide is designed to assist Australian Government organisations to implement the Commonwealth Disability Strategy. It should be read in conjunction with the Commonwealth Disability Strategy which is available from the Disability and Carers Policy Branch in the Department of Family, Housing, Community Services and Indigenous Affairs. The Commonwealth Disability Strategy was introduced in 1994 as a planning framework to assist Australian Government organisations to meet their obligations under the Disability Discrimination Act 1992.

The 1999 mid-term evaluation recommended that the Strategy be refined to provide practical assistance to help Australian Government organisations to improve access to policies, programs and services for people with disability.

The refined Strategy identifies five key roles performed by Australian Government organisations: policy adviser, regulator, purchaser, provider and employer. This Performance Reporting Framework, which is built around these key roles, will assist Australian Government organisations to measure and report on their achievements in implementing the Strategy.
