5.1 Where DSP Recipients Are Coming From
There were 61 063 people receiving DSP in June 2008 who were not receiving DSP in June 2007. These 'new entrants' represent 8.6 per cent of the total DSP population as at June 2008. Of these recipients, 43.8 per cent were not previously receiving an income support payment. While 56.2 per cent were in receipt of another income support payment, with Newstart being the most common with 35.2 per cent. The other 21 per cent of recipients moving onto DSP have their origins from a range of other payments, including Parenting Payment (Single & Partnered), Youth Allowance, Sickness Allowance and Partner Allowance. The numbers moving to DSP from each payment except for parenting payment has remained fairly static over the last few financial years.
It should be noted that figures for recipient transfers does not match grants due to the different business rules used in extracting the data, for example, people entering DSP data looks at two points in time as the comparison. Where as, grants data looks at all grant events throughout the financial year.

5.2 Where DSP Recipients are exiting to.
The total exits from DSP was 51 130 between June 2007 and June 2008. The majority of recipients exited to Age Pension (47.8 per cent) closely followed by non client (45.1 per cent) (this group includes deceased recipients).
