How Standard 10 applies to Australian Disability Enterprises and Disability Employment Services

The employment opportunities of each person with disability are optimised by effective and relevant training and support.

Policy and program context for Australian Disability Enterprises

This Standard has links to Standard 2 and 6. Standard 2 focuses on each worker receiving employment support based on their personal goals in an individualised and least restrictive way. Standard 6 looks in part at developing key competencies and skills (e.g. confidence building) that can work towards achieving those personal goals. This Standard has a direct focus on the specific employment training and support needs and competencies/skills that are required to achieve their employment goals.

An important aspect when assessing this Standard is to ensure that the type of training and support provided is directly relevant to employment outcomes, as required under the Australian Disability Enterprises's contractual obligations with FaHCSIA. While they are in the best position to judge what constitutes the most appropriate training activities for an individual supported employee, Australian Disability Enterprises must be able to demonstrate the link between the training provided and the intended employment outcome. Day activity or training programs focused on recreation or independent living would not be considered to comply with the Standard, where supported employees are receiving a service funded under Australian Government employment programs.

Policy and program context for Disability Employment Services providers

This Standard has links to Standard 2 and 6. Standard 2 focuses on each participant receiving employment support based on their personal goals in an individualised way. Standard 6 looks in part at developing key competencies and skills (e.g. confidence building, updating of skills/qualifications) that can work towards achieving those personal goals. This Standard has a direct focus on the specific employment training and support needs and competencies/skills that are required to achieve their employment goals.

An important aspect when assessing this Standard is to ensure that the type of training and support provided is directly relevant to employment outcomes, as required under the service's contractual obligations with the department. While services are in the best position to judge what constitutes the most appropriate training activities for an individual participant, services must be able to demonstrate the link between the training provided and the intended employment outcome.

Where training opportunities are funded by the provider, access for participants is through a negotiated agreement between the provider and the participant. While the provider has the discretion to approve funding for training, providers are responsible for managing the participant’s expectations about the services and opportunities that will be available them.
