Transition to and implementation of the new scheme

Initial implementation of the new scheme is just the beginning of the harmonisation process and further reforms may be undertaken in the future.

The scheme arrangements in some areas may require changes to legislation and some regulations.

Each jurisdiction will provide early advice to existing permit holders about how the new arrangements will be introduced. This is why the transition approach will be different in each jurisdiction.
