Regulation and Growth of the Not-For-Profit Housing Sector: Discussion Paper

Discussion Paper

On 22 April 2010, the Minister for Housing, Tanya Plibersek MP announced the release of the Discussion Paper: Regulation and Growth of the Not-For-Profit Housing Sector. This paper put forward options for potential reforms of community housing in Australia, looking at ways that can better support and sustain the future growth of the sector.

Key messages in the discussion paper included:

  • Addressing the shortage of housing supply through growth in the not-for-profit housing sector;
  • Regulation that protects the interests of government, tenants and providers; and
  • Attracting private investment into the sector.

The aim of the Discussion Paper was to seek input from the not-for-profit sector, investors, tenant groups, Indigenous community housing, developers and the business community into the formulation of clear policy direction to support the growth and sustainability of the community housing sector in Australia.

Public Consultation Process

Interested parties took part in the public consultation process through attendance at public consultation sessions, providing an online or a written submission response.

People were encouraged to put forward ideas in response to the discussion paper and consider how best to grow the community housing sector to become a significant provider of social and affordable housing, highlight the challenges we face and to suggest ways forward.

Contributions from submissions will inform the development of a Government response to the Council of Australian Governments (COAG).

Public Consultations

Public consultation sessions were held in all capital cities and three regional centres during May 2010. More than 280 people participated in these consultation sessions and gave their views.

Submissions closed on Friday, 4th June 2010.

The Government received 65 written submissions both on-line through the website and hardcopy by email or mail.

For public release of submissions, the individual and organisation had to agree to the submission being publicly released or requested that it remain confidential. A list of individuals and organisations that agreed to public release of their submission is below.

Discussion Paper development

Housing Minister's agreed on 25 September 2009 to the development of a public discussion paper on the community housing sector including the approach towards a single national regulatory system and prudential supervision.

To inform the development of the Regulation and Growth of the Not-For-Profit Housing Sector Discussion Paper, the Australian Government sought input from community housing sector peak bodies, stakeholders with areas of direct expertise and State and Territory counterparts through the Housing and Homelessness Policy Research Working Group (H&HPRWG).
