Is there an absolute upper limit on the amount that a project will be funded?
Answer:
As stated in the National Homelessness Research Guidelines (Part C 1.1 Funding for the program) an estimated $1.5 million will be available for Homelessness Research Projects from 2009-10 to 2012-13.
A maximum amount of $100,000 will be available for each project (unless a compelling case is made to exceed this limit). Projects extending over more than one financial year will be considered.
Funding for the Homelessness Research Projects is being provided through competitive funding rounds.
FaHCSIA will aim to achieve a balanced spread of projects taking into account a range of factors including, but not limited to, the topic, population group, location, size, cost and proposed duration of projects. The selection process will ensure a balance of effort between the priorities for example, national versus local projects, disadvantaged group research versus population wide studies project and innovative versus knowledge-building projects.

Are grants are open to small groups? Can the grant be auspiced through another agency?

Part 1b of the Application Forms for both National Homelessness Research Partnership Agreements and National Homelessness Research Projects detail organisations that are eligible to apply for Homelessness Research funding. The Department will not fund individual researchers. Consortiums of eligible organisations (not individuals) can apply. The requirements for consortium arrangements are outlined at Part 2a of the Application Forms.
In general, the requirements for funding are outlined in the National Homelessness Research Guidelines. FaHCSIA is looking for organisations with the capacity to undertake and manage a significant program of research (exceeding $400,000 in value annually) under the National Homelessness Research Partnership Agreements. Organisations can apply for funding for research projects of national importance or relevance up to $100,000 (unless a compelling case is made to exceed this limit) under the National Homelessness Research Projects. Research investments will emphasize collaboration and partnerships that leverage new resources, networks and skills.

Are universities eligible to apply for homelessness research projects, and if so where do they fit in the organisation entity type at 1b in the Application Form?
Answer:
Universities are eligible to submit applications under the National Homelessness Research Projects if their organisation entity type is listed at 1b in the Application Form for National Homelessness Research Projects. It is the responsibility of the applicant to establish their organisation entity type in order to complete the Application Form.

Homelessness Research Partnership Agreements
For an organisation to undertake collaborative research with a number of other researchers and organisations on different aspects of homelessness which are consistent with the National Homelessness Agenda, is it necessary to submit separate applications for a Homelessness Research Partnership Agreement for each specific body of research?
Answer:
It is not necessary to submit separate Homelessness Research Partnership Agreement applications for each specific body of research as part of the application process. Under the National Homelessness Research Partnership Agreements FaHCSIA is seeking to enter significant, multi-year funding agreements with a small number of organisations with capability to deliver a diverse program of research of high quality. Providers will be required to deliver a program of research priorities and key research questions identified in the National Homelessness Research Agenda.
As stated in the Part B of the National Homelessness Research Guidelines the Annual Program of Research will be developed by FaHCSIA with input from the Department and the research provider and agreed by the joint Research Management Committee. The Annual Program of Research will be submitted to the Departmental Research and Evaluation Committee for final approval.
The Summary of Claims in Part 5 Responses to Selection Criteria of the Application Form for Homelessness Research Partnership Agreements provides an opportunity for applicants to put forward additional information that will support their claims for funding. Proposals to conduct specific research may be submitted for funding under the National Homelessness Research Projects.

Homelessness Research Partnership Agreements
My organisation is interested in submitting an application for a National Homelessness Research Partnership Agreement with FaHCSIA. We have a specific research area and would like to focus on this in the Agreement. Is this possible?
Answer:
The Department is interested in applications from a broad range of organisations that have the capacity to undertake a program of research consistent with the priorities outlined in the National Homelessness Research Agenda 2009-2013.
The Department will assess applications with reference to the Selection Criteria set out in the National Homelessness Research Partnership Agreements Application Form, with the overriding principle guiding the Selection Process being value in social service delivery to the Australian Government, in the context of the priorities in the Agenda.
Proposals that target particular groups or specific research areas will be considered together with proposals from other suitable applicants who propose to undertake a broader program of research. The Department's objective is to get the appropriate mix of Partnership Agreements that will deliver a critical mass of homelessness research whilst at the same time achieving value in social service delivery.

I'm trying to locate the 'schedule' referred to in the Terms and Conditions – Standard Funding Agreement
Answer:
The Schedule to the Agreement is where the details of the services to be provided are specified. The Schedule is a complete and detailed statement of the work to be conducted, and may include, where appropriate, the title, funding, payments schedule, bank account details, a budget, milestones, reporting requirements, specified personnel, contractors and other Agreement specific information.
The Schedule to the Agreement will be developed and mutually agreed by FaHCSIA and successful applicants prior to entering into a Funding Agreement with FaHCSIA.

The Minister announced that $11.4 would be made available for research. The website now lists the funds available for research as $5.5m. Can you tell me where the other $5.9m has gone? Has this been allocated to improve data collection systems?
Answer:
The Australian Government has allocated $11.4 million to meet the priorities of the National Homelessness Research Agenda 2009-13.
The National Homelessness Research Agenda sets out the main activities that will be undertaken in the Implementation Section of the document. Key elements are the National Homelessness Research Partnership Agreements ($4 million over the funding period), and the National Homelessness Research Projects ($1.5 million over the funding period). The remainder of the funds have been set aside for the development of a longitudinal data capability and an evaluation of the White Paper. These latter components will be commissioned separately and do not form part of the current application process.

Minor typing errors in the Application Form for National Homelessness Research Projects: 2009-10 Funding Round Budget Table and the National Homelessness Research Partnership Agreements Application Guidelines have been identified.
Answer:
The Application Form for National Homelessness Research Projects: 2009-10 and the National Homelessness Research Partnership Agreements Application Guidelines have been amended and posted on the FaHCSIA and GrantsLINK web site on 15 December 2009. Words relating to attendance at NCVER information session have been removed from the Budget Table on page 15 of the Research Projects Application Form. In the Partnership Applications Guidelines Page 7, under 'Stage 4 – Selection of Preferred Applicants' paragraph 3, the words '…each applicant's proposed research project.' Has been changed to '….each applicant's proposal'.
The amendments do not have a substantive impact on the responses required in the proposals.

The Application form for National Homelessness Research Projects: 2009-10 Funding Round, Part 6 - Budget on page 15, says 'Applicants can submit a budget up to the vicinity of $100,000 (excluding GST) per project'. Does this mean that projects requesting more than this amount cannot be submitted?
Answer:
Project proposals for amount exceeding $100,000 can be submitted, however applicants should provide a compelling case for proposals over this limit.
The total program allocation is limited to $1.5m. Within this allocation FaHCSIA needs to achieve a balanced spread of projects across population groups, location, size, cost and proposed duration of projects. Applicants requesting large amounts of funding will be assessed against the need for balance and the priorities and issues identified in the Research Agenda taking into account the total amount of funding available.
Where a proposal includes a mix of funding sources, applicants should show the total budget and the amount requested under Homelessness Research funding. Applicants should also indicate amount requested for each financial year. Opportunities for partnerships and to leverage other resources are encouraged and projects exceeding $100,000 should identify other potential funding sources.

Is there an upper limit for National Homelessness Research Partnership Agreement funding?
Answer:
A total amount of at least $4 million is available for the Homelessness Research Partnership Agreements until June 2013. FaHCSIA intends to enter into a small number of Agreements only. The amount that each successful applicant receives will depend on the quality of the applications received and the total number of Agreements. This is stated in the National Homelessness Research Guidelines at Part B 1.1 'Funding for the Homelessness Research Partnership Agreements'. The amount of funding will be negotiated with the successful applicants following the completion of the selection process.

Please note that National Homelessness Research Partnership Agreements and National Homelessness Research Projects Application Guidelines and Forms have been amended online to reflect the new closing date.

The Closing Date for applications has recently been extended from 13 January 2010 to 2pm (AEDT) 20 January, 2010.
The assessment of applications is dependent on the total number of applications received, however, FaHCSIA expects to announce the successful applicants by April 2010.

All applications must be completed and submitted in hardcopy for both the National Research Partnership Agreements and the National Homelessness Research Projects by 2.00pm Australian Eastern Daylight Time (AEDT) on 20 January 2010. One original and two copies of the Application and any attachments must be lodged by the Closing Date specified above.

Institutions that are eligible for funding are clearly outlined in the Application Form for National Homelessness Research Projects: 2009-10, Funding Round at Part 1 Eligibility. Individuals are not eligible to apply.
As described in the National Homelessness Research Guidelines in both Part B and Part C at 3. Funding agreement, supplementary conditions relating to approval requirements for publication of research apply. Under these conditions approval must be obtained from FaHCSIA before publicly disclosing or publishing the results or findings of any research relating to the Activity.

Will the National Homelessness Research Partnership Agreements and National Homelessness Research Projects be included on the Australian Competitive Grants Register (ACGR)?
Answer:
The ACGR lists schemes that provide competitive research grants to Higher Education Providers. Applications for listing with the ACGR are retrospectively applied to grants in-train during the preceding calendar year.
FaHCSIA is intending to submit an application to the ACGR for Homelessness Research for the 2011 list that will cover funding allocations occurring in 2010. Participation in the scheme however, is subject to approval by Department of Innovation, Industry, Science and Research (DIISR).

Has FaHCSIA given thought to how the research will be disseminated?
Answer:
The National Homelessness Research Agenda 2009-13 clearly identifies dissemination of research as a component of the implementation process. The Agenda makes the commitment that research will be published and widely communicated through a range of measures including seminars and conferences supported by FaHCSIA.
The Homelesness Research Guidelines also outline the responsibilities of applicants and the Department in relation to presentation and dissemination of research findings. Applicants are also asked to submit proposals for communication and engagement strategies in the Application Forms under the selection criteria.

The National Homelessness Research Guidelines, Homelessness Research Partnership Agreements, Part B - Item 1 Activity and management details, states 'assessment of capability of the organisation will include their capacity to connect with other relevant research, using their networks in order to enhance the conduct and results from the research program and influence others with the findings'.
While an organisation may be able to connect with other relevant research, is an integral part of the assessment interstate collaboration with other researchers say from a number of universities? If so are MOUs needed with participating universities or just with partnering organisations?
Answer:
Formal agreements such as MOU's are only required where a Consortium arrangement is being proposed. As described in Part 2a Consortium Details in the Application Form for Homelessness Research Partnership Agreements, a consortium is a combined group of entities applying for funding through this application form.
Selection Criteria 4 (Part 5 Responses to Selection Criteria) for the Homelessness Research Partnership Agreements seeks evidence of demonstrated experience in undertaking collaborative research projects. The Summary of Claims provides an opportunity to highlight the capabilities of the organisation to provide the required research services.

How can applicants fill out the funding information template in the Homelessness Research Partnership Agreements when we do not know the program of work to be undertaken?
Answer:
Part 5A Funding Information Template (Criteria 3) of the Application Form for Homelessness Research Partnership Agreements Funding 2010-2013 is a supplement to Part 5 Responses to Selection Criteria, 3 Budget. The Selection Criteria asks for a funding proposal that demonstrates financial soundness including:
- sufficient resources for the purpose of meeting research objectives within defined and realistic timelines;
- the ability to enter into the funding agreement; and
- value for money.
Part 5A requests a funding structure including total funding sought and the distribution of funding sought for each financial year. The information provided in this section will be an estimate based on the aggregate costs of personnel to be engaged, administrative costs, travel costs (particularly if consortium members are based in geographically distant locations) and miscellaneous costs. The basis on which this estimate is derived should be noted on the template. For salaried staff the proportion of time to be spent on the Partnership Agreement and the salary cost for that time should be noted.
Part 5A should be treated as indicative funding based on estimated costs. Where costs are unknown (ie subject to negotiation of the program of work) applicants should indicate 'subject to negotiation'. Where particular items are not applicable please indicate n/a in the relevant box on the form.
The information FaHCSIA is interested in is as follows:
- Levels of personnel involved in the research team and proposed proportion of time allocated to the partnership agreement eg lead investigator x% research assistants x% and their respective salary/payment rates;
- Fixed administrative costs associated with the establishment of the research team and the annual costs of running the research program; and
- Any travel costs associated with bringing the research team together eg where members are outposted or based interstate or attending meetings with FaHCSIA.

Part C (1.1) of the National Homelessness Research Guidelines states that project extending over more than one financial year will be considered. This statement applies to the 2009-10 funding round. The Department will negotiate the program of work with successful applicants on an annual basis. The program of research will be considered by a Management Committee comprising two representatives from the research provider and FaHCSIA.
Applicants for the Partnership Agreements will be assessed on their ability to undertake a broad program of research. In addition to demonstrating research expertise under the selection criteria, applicants can provide additional information under the Summary of Claims section. This can include particular areas of interest or research proposals that relate to the Research Agenda.

It appears that applications should be made from organisations in partnership with academic institutions, from my reading of the attached application form, although the website specifies that applications can be made by community service providers as a single applicant.
Answer:
The list of eligible organisations is specified in the Application forms for both the Partnership Agreements and the Projects. Applications can be received from a range of organisation who can demonstrate expertise against the selection criteria. This is not restricted to academic institutions or research organisations. Under the Project funding the Homelessness Research Guidelines state that FaHCSIA is interested in supporting projects from a wide range of eligible organisations. Collaborative approaches to the research are also encouraged.

There are no restrictions on a single organisation being partly or wholly engaged in multiple applications for National Homelessness Research Partnership Agreements or National Homelessness Research Projects. Proposals will be assessed against the relevant criteria in particular organisational capacity to undertake the proposed work under the Partnerships Application form and the timeframe, expertise and risk management processes outlined under the Projects Application form. Are Asylum Seeker’s a target group or do they fall outside the scope of the projects?
Answer:
Homelessness Research Projects need to focus on the priorities outlined in the National Homelessness Research Agenda 2009-2013. The Agenda outlines the range of priorities for which the Government is seeking to improve the evidence base. In particular, research that identifies emerging issues, improves our understanding of homelessness and improves responses to homelessness is of key interest. The research priorities and key questions can be related to the homelessness population as a whole, and/or specific disadvantage/vulnerable groups within the homeless population or people who are at risk of homelessness.
Proposals that target particular groups or specific research areas will be considered together with proposals from other suitable applicants. The Government’s objective is to get the appropriate mix of Research Projects that will deliver on the priorities with the limited funding available. The overriding principle guiding the Selection Process is value in social service delivery to the Australian Government.

Do applicants for the Projects need to provide full details of MOUs with participating consortium members.
Answer:
Part 2a of the Homelessness Research Projects Application Form outlines the standard Departmental requirements for Memorandums of Understanding under consortium arrangements. In assessing the applications the Department needs evidence that all parties have agreed to enter into the consortium arrangement and have agreed the nature of the arrangement, including how the project will be managed by the lead agency. The terms and conditions of the application process are specified in Section 3 of the Application Guidelines. By signing the declaration in Part 7 applicants are indicating that they accept the conditions specified in the Application Guidelines. Part 7 also states that successful applicants will be required to enter into a funding agreement with the Department. A copy of the terms and conditions of the standard FaHCSIA funding agreement is available online. The Supplementary Condition relating to approval for publication of research is detailed in Section 3 of the National Homelessness Research Guidelines. By signing the declaration you are indicating that you are willing to enter into a funding agreement with the Department should your application be successful.

We are preparing a submission for National Homelessness Research Project funding however our consortium arrangements are currently based on signed Letter of Intent not an MOU. In addition, we can not identify particular researchers for our application; rather we can provide indication of support from our existing network of researchers. Are these provisions sufficient for our submission?
Answer:
No, neither a Letter of Intent, nor an indication of support from an existing network of researchers is sufficient for an application to comply with the information required with each submission.
A Letter of Intent does not comply with the requirements for information to be provided in the Application Form for National Homelessness Research Projects. Consortium arrangements for National Homelessness Research Projects must include a Memorandum of Understanding signed by the proposed consortium members as outlined in PART 2a of the Application Form. Please refer to Questions 22 and 37 for further information on MOU’s.
The expertise of individual researchers forming part of the research team for a Project is required to be provided in order to demonstrate claims against Selection Criteria 3. The Full Project Proposal template also states ‘proposals must provide names of individual researchers proposed, list their research/analytical skills and their suitability to conduct the research proposed’.

“Where researchers are not affiliated with an organisational process, FaHCSIA will negotiate ethical considerations subsequent to application approval”. Could you please elaborate on what would be required?
Answer:
The FaHCSIA statement allows for circumstances where applicants do not have access to ethics processes such as those provided through universities. In such cases, FaHCSIA will work with the research provider on an as-needs basis, to access alternative arrangements to provide ethical assessment by a duly constituted Human Research Ethics Committee (HREC) for example the Department of Health and Ageing’s Ethic Committee.

We wish to submit an application for a National Homelessness Research Project. We have gained verbal support from a University to provide in-kind research and in-kind expertise and assistance with ethics. Where on the application can we formally acknowledge our in-kind University Partner as we are not a formal consortium?
Answer:
Applications for National Homelessness Research Projects can include in-kind services. These services and arrangements can be acknowledged in addressing the selection criteria, particularly against the Criterion 4 ‘Budget’.
