Public Awareness Program (PAP)
ObjectivesThe Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA) provides funding under this program for initiatives, projects and events that have significant value in raising awareness within the wider Australian community of Aboriginal and Torres Strait Islander culture, society and issues, including NAIDOC Week activities.
There are two sub-outputs:
- Public Awareness
- National Aborigines and Islanders Day Observance Committee (NAIDOC) activities.
Public Awareness
Purpose of FundingFaHCSIA funds selected initiatives that have significant value in raising public awareness of Aboriginal and Torres Strait Islander culture, society and issues, including:
- promoting to the Australian community an understanding of, and respect for, Aboriginal and Torres Strait Islander cultures
- encouraging in the Australian community the development of positive attitudes towards Indigenous Australians
- informing the Australian community about contemporary issues that impact on Aboriginal and Torres Strait Islander individuals and communities.
This sub-output has a national focus. It funds selected activities capable of reaching a significant audience in the wider Australian community.
Funding Guidelines
Funding provided for each project will depend on:
- the availability of grant funds
- contributions from other funding sources
- non-Indigenous people being the target audience
- a detailed project budget being provided
- funding precedents for similar projects
- political, cultural and social factors
- the sensitivity of the subject
- the extent of Indigenous initiative/control/involvement in the project
- the educational, training and employment opportunities for Indigenous people
- the equitable distribution of available funds geographically and across a wide range of activities.
Applicants must be able to demonstrate that they have secured the balance of moneys required to complete the project if they are seeking contributions from other funding sources.
Funding from FaHCSIA is available to supplement funding from other organisations to enable service providers to:
- ensure that the project comes to fruition
- improve the quality of the presentation to provide a greater impact
- encourage wider presentation to maximise the public awareness value.
Funding may be provided for:
- films
- performing arts
- documentaries
- videos/DVDs
- television programs
- touring dance performances
- televised festivals
- touring art exhibitions
- educational material aimed at educational institutions
- literature, and
- publications.
Funds are not available for:
- the purchase of capital items
- on-going administrative costs
- recurrent funding (subject to delegate's approval)
- the payment of salaries
- retrospective funding
- school excursions/cultural exchanges
- music recordings
- conferences, seminars or symposiums
- research or script development
- commercial enterprise initiatives, and
- overseas projects.
Performance Measures
FaHCSIA will measure performance of funded projects by:
- the extent of the non-Indigenous audience
- the number of Indigenous people involved in production
- media coverage
- distribution of publications/products to libraries, etc.
Other relevant measures may be negotiated for each project.
National Aborigines and Islanders Day Observance Committee (NAIDOC) Activities
Purpose of FundingFaHCSIA provides funding for NAIDOC activities as part of the annual community celebrations across Australia. These celebrations are usually held in July.
Funding is provided to Aboriginal and Torres Strait Islander community-based organisations (or other appropriate organisations or bodies such as schools) to assist with the cost of local NAIDOC activities.
Performance Measures
FaHCSIA will measure performance of funded projects by:
- the extent of the non-Indigenous audience
- media coverage
- the number of activities undertaken.
Other relevant indicators may be negotiated for each project.
