SAAP Research and Evaluation Information

ISC Newsletter

The Information Sub Committee (ISC) was established by the SAAP National Coordination and Development Committee (CAD) and deals with a range of data and program activities. The ISC is comprised of Commonwealth and State and Territory representatives, two people with relevant expertise from the community sector, a technical expert and a representative from Homelessness Australia (formerly the Australian Federation of Homelessness Organisations (AFHO)). The ISC Newsletter is produced to keep the SAAP sector informed of program developments through the life of SAAP V. The Newsletter provides information on program developments, research and data activities and a range of other SAAP program activities.

SAAP V National Evaluation Bulletin

The National Evaluation Bulletin provides information on the National Evaluation of SAAP V, including consultation, research and data projects and a range of other evaluation activities. The Bulletin is prepared by the Evaluation Working Group (EWG). The EWG has been established by the SAAP National Coordination and Development Committee (CAD) as an advisory committee to CAD on the evaluation of SAAP V. The EWG is chaired by FaCSIA and has representatives from each State and Territory and two community experts including a sector representative from Homelessness Australia. The National Evaluation Bulletin is to be produced bi-annually to keep the SAAP sector informed of evaluation developments through the life of SAAP V.

This report provides a brief summary of the national evaluation of SAAP IV. The report considers not only the effectiveness and efficiency of the Program but also its appropriateness within a social, political and economic context.

The protocols contain ethical research guidelines and procedures for SAAP researchers and research administrators to ensure research projects are carried out ethically.

Costs and Pathways of Homelessness: Developing Policy-Relevant Economic Analyses for the Australian Homelessness Service System

This report, published January 2006, was prepared by the Institute for Social Research at the Swinburne University of Technology for the Supported Accommodation Assistance Program Coordination and Development Committee (SAAP CAD) National Research Program. It explores a range of approaches to understanding and estimating the costs of homelessness and homelessness interventions, particularly those relevant to analysis at the broad policy level.

Children in the Supported Accommodation Assistance Program (SAAP)

This report was undertaken by the Social Policy Research Centre and is one of the research projects funded by the National SAAP Coordination and Development Committee (CAD). This report focussed on homeless children and children at risk of homelessness and the factors contributing to their situations.

Sustaining Housing after Homelessness

This National SAAP Coordination and Development Committee (CAD) Research Program report, by LenMac Consulting Pty Ltd, considers what supports are required to assist people who have been homeless make the successful transition to sustainable housing.

An exploration of self-reliance in SAAP

The National SAAP Coordination and Development Committee (CAD) Research Program report by Nola Kunnen, Trevor Lee and Robyn Martin of the Western Australia Research Centre of the Australian Housing and Urban Research Institute (AHURI) examines the concept of self-reliance within the Australian context, develops a working definition of self-reliance and documents components of good practice models that promote self-reliance in SAAP clients. The research comprises a report and a literature review, which should be read together.

Recent International and National Approaches to Homelessness

This National SAAP Coordination and Development Committee (CAD) Research Program report, by the Australian Housing and Urban Research Institute, Queensland Research Centre, provides an international and national overview of approaches to homelessness.

Ex-Prisoners, SAAP, Housing and Homelessness in Australia

This National SAAP Coordination and Development Committee (CAD) Research Program report, by Matthew Willis of the Australian Institute of Criminology, examines the challenges and disadvantages ex-prisoners face in returning to the community and how these may contribute to the experience of post-release homelessness.

Outcome Measurement in SAAP Funded Services

The SAAP Outcomes Measurement Pilot project builds on earlier work conducted by the Flinders Institute of Public Policy and Management. The project developed and trialed a range of client outcome measurement tools in a number of SAAP agencies. This report describes the measures and their suitability for application in SAAP funded services.

National SAAP Client Satisfaction Survey

This report contains the results of the first nation-wide SAAP client satisfaction survey, conducted in November and December 2003.

People who are assisted by SAAP services and require a high level and complexity of service provision: An enhanced assessment and measurement framework

The framework and collection tools developed and piloted by Thomson Goodall Associates for this report provides an excellent foundation for progressing measurement of clients with high and complex needs in SAAP.

SAAP Case Management Resource Kit

The 1997 Case Management Resource Kit was developed by Leslie Gevers Community Management Services to provide SAAP agencies with assistance and guidance in developing a case management approach to delivering services to clients.

Homelessness in the Aboriginal and Torres Strait Islander context and its possible implications for the Supported Accommodation Assistance Program

This report presents the findings of the study that was conducted over a six month period between October 1997 and March 1998.
