Commonwealth Financial Counselling and Financial Management Resource Support Units 2008 call for applications closed Tuesday 25 November 2008 at 2pm AEDST.

General Information

The Australian Government is inviting funding applications from suitably qualified organisations to provide Commonwealth Financial Counselling and/or Financial Management Resource Support Units.

Up to 20 Commonwealth Financial Counselling services will be funded in high need areas, improving access to free financial counselling for people experiencing personal financial difficulties.

Three Financial Management Resource Support Units will be funded to provide training, mentoring and support to organisations delivering Money Management Services in remote and regional locations in the Northern Territory and Western Australia.

Additional Commonwealth Financial Counselling services are being sought in the following areas:

NSW/ACT (4 positions):

Richmond-Tweed
Specialist Position - Telephone Financial Counselling - Housing Debt Stress

Victoria (4 positions):
North West Melbourne
Greater Dandenong
Greater Geelong
Specialist Position - People Affected by Drug and Alcohol Addiction

Queensland (3 positions):
Logan City
Gold Coast
Toowoomba/Ipswich/Upper West Moreton/Lower West Moreton/Scenic Rim

South Australia (3 positions):
North/West Adelaide
Whyalla/Pirie/Port Lincoln/Tumby Bay/Ceduna/Streaky Bay/Port Augusta (2 positions)

Northern Territory (2 positions):
North West Top End
East/West Arnhem

Western Australia (2 positions):
Telephone Financial Counselling (state-wide)

Correction

The previous PDF version of the Financial Management Program Application Guidelines omitted some information regarding eligibility criteria for Financial Management Support Units. The corrected version is now available.

To be considered eligible to receive funding for Financial Management Support Units an organisation must be one of the following:

  • Incorporated Association
  • Incorporated Cooperative
  • Organisation established through specific Commonwealth or State/Territory legislation (e.g. church, public benevolent institution)
  • Aboriginal Corporation
  • Local Government
  • Company (Incorporated under Corporations Act 2001)
  • Trustees on behalf of a Trust

Program Background

Commonwealth Financial Counselling

Funding for Commonwealth Financial Counselling has been increased in 2008-09 to $5.1 million and includes funding of up to $1.6 million for up to 20 new financial counselling positions in high need areas.

These additional Commonwealth Financial Counselling services are to increase access to free quality financial counselling for people experiencing personal financial difficulties due to various factors such as unemployment, sickness, credit over-commitment and family breakdown.

Financial Management Resource Support Units

Financial Management Resource Support Units are a new concept. Service providers will provide accredited training and non-accredited training, mentoring, capacity building and ongoing support, and in some cases access to financial counselling services, for organisations and workers delivering Money Management Services in remote and regional locations in the Northern Territory and Western Australia.

Information sessions on the Financial Management Resource Support Units

Information sessions on the Financial Management Resource Support Units in remote and regional locations in Northern Territory and Western Australia were held in November 2008. These sessions have now been completed and the information presented at these sessions is available in the Financial Management Resource Support Units for 2008-09 - Briefing Notes.

Implementation

Services are expected to be in place once the funding agreements are in place, which is expected to be from January 2009.

Selection Process

The Selection Process for this funding commenced on 25 October 2008 and closes at 2pm AEDST on Tuesday 25 November 2008. Electronic submissions are not being accepted - paper-based applications must be lodged before the closing date at the address on the Application Form.

All applicants will be notified in writing of the outcome of the selection process. Each applicant will be given an opportunity for feedback once the successful applicants have been announced.

Late Applications

Any application lodged after the advertised closing date and time will be considered late. This will include applications received by the Department at a point other than the nominated address. Late applications will only be accepted due to exceptional circumstances and documentary evidence will be required to support this.
